Does your phone help fight the Spanish?

I just read that there is a move to remove the tax on phones in the USA that's been imposed since 1898. Seems there was a slight lack of cash to fight the Spanish-American War so a 3% federal excise tax on telephones was imposed and if you live in the US today, yer still paying it. But some companies have noticed the Spanish-American War hasn't been costing much recently and said "could we stop paying for it now?".

So this started me wondering... Here in England income tax was introduced in 1799 to pay for the war against Napoleon ... so given that the threat from Napoleon is at an all time low... could we stop paying the tax now?
